Exchange begins for driving licences issued between 1999 and 2001

The deadline for exchanging old paper driving licences expired on 19 January 2025. This affects anyone born in 1971 or later and whose driving licence was issued by 31 December 1998. For those born before 1953, an exchange deadline of 2033 applies, regardless of the date of issue of the driving licence.

The background to the exchange is the introduction of a standardised, forgery-proof EU driving licence, which is also recorded in a central database to prevent misuse.

Driving licence exchange: deadlines and dates

From 20 January 2025, driving licences issued between 1999 and 2001 must be exchanged by the beginning of 2026. Anyone who still has an old paper driving licence can still exchange it.

An appointment to exchange a driving licence can be booked for the driving licence offices in Haldensleben and Oschersleben via the Börde district website. Appointments for the current day can be booked up to three weeks in advance, and from 7:00 a.m. onwards, additional appointments will be released according to available capacity. It is not possible to book appointments by telephone or on site.

Documents required:

- Valid identity card or passport with current registration certificate

- Biometric passport photo

- Current driving licence

The administrative fee for the exchange is 25.50 euros. Anyone wishing to have their new driving licence sent to their home can do so for a fee of 6.30 euros.

Due to the high demand, the driving licence office is currently working at full capacity. Relief is expected from March onwards. It is advisable to book an appointment between spring and autumn, as experience has shown that many citizens only come at the last minute.

Important information on the exchange deadline

If the exchange is not made on time, a warning fine may be issued during a traffic check. Anyone who has already made an appointment or paid the exchange fee should carry proof of this. An expired car driving licence is an administrative offence and costs ten euros. The exchange of driving licences could be particularly problematic when using company vehicles, hire cars or abroad, for example during a winter holiday.
