ESF+ funding period 2021 - 2027 for the "REGIO AKTIV" directive

The directive on the granting of subsidies for the regionalization of labor market promotion from funds of the European Social Fund Plus and the state of Saxony-Anhalt is implemented in the Landkreis Börde. A corresponding cooperation agreement between the Ministry of Labor, Social Affairs, Health and Equality and the Börde district has been concluded.

The "REGIO AKTIV" guideline has two main objectives:

• To support groups of people at risk of poverty and disadvantaged in the labor market with the aim of integrating them into the regular labor market.In order to improve the individual conditions for taking up a professional activity and to integrate them into the labor market, this guideline aims to support particularly disadvantaged groups of people through intensive and family-related support. This is also intended to reduce the risk of child poverty.
• Improving the transition from school to work: In order to support young people in the transition from school to training, this guideline is intended to improve the orientation and counseling services for young people, to support young people in the transition between school and work in their search for a suitable occupation, and to accompany them until they have completed their vocational training.

The cooperation agreement relates to the implementation of measures within the framework of the "REGIO AKTIV" guideline with the following funding areas

A       Vocational integration of persons with special placement barriers "Active integration"
B       Support for single parents and family needs groups in the social and labor market strategy "Strengthen families - open up perspectives"
C       Ensuring the educational and employability of young people in need of support "STABIL - Self-discovery - Training - Guidance - Support - Initiative - Learning" (STABIL)
D       Competence agencies
E       Deepening of in-school and out-of-school career guidance in the form of accompanied in-company internships (PRAXIS BO)
F       Involvement of parents in the process of choosing a career (ELTERN BO)
G       Joint training, increasing the quality and attractiveness of training (Verbundausbildung)
J       Regional coordination (REKO)

A target agreement was concluded between the Landkreis Börde and the Ministry of Labor, Social Affairs, Health and Equality. The strategic goals include the implementation of the funding areas A, B, C, D, E, F, G and J. In the tactical goals, contents and time periods are defined for the respective funding areas to proceed according to plan.

Funding area J Regional coordination

Regional coordination is the link between the labor market policy measures of the REGIO AKTIV guideline and the regional actors in the Landkreis Börde. The aim is to effectively improve the effectiveness and efficiency in the individual funding areas. The regional coordination is to be established as the office of the regional working group and integrated into the structure of the local government.

A regional working group (RAK) is a prerequisite for the regional structuring of the funding. The RAK is the central body of the rationalized labor market policy. In cooperation with the Regional Working Group, the Regional Coordination has to fulfill the following tasks in particular:

• Analysis of the initial situation and the need for action in the Landkreis Börde
• Development of common goals
• Identification of the need for support under consideration of coherence
• Implementation of competitive procedures for the selection of projects to be funded in cases where the local authority itself is not the recipient of the funding
• Monitoring and contribution to quality assurance of the selected projects by the RAK or suitable monitoring committees formed for this purpose
• Promotion of the sustainability of project results
• Organization of cooperation with relevant local actors, cooperation across programs and jurisdictions.

In accordance with the "REGIO AKTIV" guideline, the "Regional Coordination" (REKO BOE) is funded by the European Social Fund Plus and the state of Saxony-Anhalt.
